The service rating sets an upper boundary, but the home’s existing loads determine how much capacity may remain.
Not every Level 2 charger installation requires a panel upgrade. The answer depends on the home’s calculated electrical load, service rating, available capacity, panel condition, breaker space, and the charging equipment being proposed.
A Level 2 charger adds a significant new electrical load. Whether the existing system can support it depends on several factors working together, not one number printed on the panel door.

Large electric loads may include air conditioning, electric heat, water heating, cooking equipment, clothes drying, pool equipment, and other appliances. A load calculation evaluates these loads under the applicable method rather than simply adding every breaker handle together.
Panel rating describes equipment or service capacity. Available capacity depends on the home’s calculated demand and the proposed new load.
A higher service rating may provide more flexibility, but it is not an automatic approval. A lower service rating does not automatically mean an upgrade is required.

Sacramento County’s residential EV charging submittal list states that EV charging loads are treated as continuous loads and that calculations must include 125% of the maximum EV charging load when the service panel rating is 125 amperes or less. The County also notes that a main-panel upgrade can be incorporated into the EV permit submittal when needed.

When capacity is tight, the right solution may not always be a full service upgrade. The available options depend on the equipment, property, and permitting requirements.
A lower configured charging rate may reduce the added load while still meeting the driver’s daily charging needs.
The charger model, circuit requirement, and approved configuration can affect the installation design.
Where suitable and approved, listed load-management equipment may help coordinate EV charging with other household loads.
These options still require proper design and evaluation. They should not be treated as a way to bypass load calculations, permits, equipment instructions, or applicable electrical requirements.
A panel or service upgrade may be appropriate when the existing calculated demand leaves insufficient capacity for the planned charger, when the equipment cannot safely accommodate the circuit, or when the project is part of a broader electrification plan.
Permit requirements depend on the property’s jurisdiction. Sacramento County’s residential checklist says a Level 2 EV charging station requires an electrical miscellaneous permit. It calls for plans, equipment information, a single-line diagram, and an electrical load calculation under the circumstances stated in the checklist.
