Electrical Capacity for Tenant Improvements in Sacramento: What to Check Before a Commercial Build-Out

Why Electrical Capacity Should Be Checked Before the Lease or Final TI Scope

A space can have attractive finishes, a good floor plan, and apparently open panel spaces while still being a poor electrical match for the business that plans to occupy it. Restaurants, salons, workshops, medical or wellness spaces, retail equipment, office kitchens, server/IT loads, HVAC changes, and specialty machinery can each change the electrical picture.

For smaller commercial tenant improvements, the goal is not to assume that a service upgrade is needed. The goal is to identify whether the existing infrastructure can support the intended use before equipment procurement, wall layout, and opening dates become difficult to change.

Lease-planning risk: discovering a capacity or service limitation after the lease is signed can create redesign, landlord coordination, utility work, permit revisions, and schedule impacts that were not part of the original build-out budget.

The Five Layers of a Commercial Electrical Capacity Review

1. Utility and service characteristics

Identify the service available to the building or tenant space and whether the planned project may change utility-side equipment or service requirements. SMUD’s current Meter and Service process notes that local-agency requirements are part of project preparation and provides a separate application/construction process for projects requiring SMUD meter or service work.
2. Main distribution equipment

Review the panelboards, feeders, ratings, visible condition, voltage, phase, available spaces, and how the tenant space is served. Physical breaker space is useful information, but it does not prove unused electrical capacity.
3. Existing connected and demand loads

Document loads already serving the space or building. Depending on the building configuration, some capacity decisions may require information beyond the tenant panel itself.
4. Planned tenant loads

Collect equipment cut sheets and identify voltage, amperage, phase, connection method, dedicated-circuit requirements, HVAC changes, lighting/controls, receptacles, and future equipment. Do not design from rough equipment names alone.
5. Code, plans, and permit path

Determine what documentation the authority having jurisdiction needs for the actual scope. Breaker Space vs. Electrical Capacity

One of the most common planning mistakes is treating an open breaker position as proof that a new load can be added. Breaker space only answers whether there is a physical location for overcurrent protection. It does not establish that the feeder, service, panel, or upstream system has capacity for the new demand.

What the City of Sacramento May Need for Electrical Plan Check

For projects that go through electrical plan check, the City’s current minimum requirements include a complete set of electrical plans, single-line drawings, load calculations, and Title 24 energy documents. The electrical-plan content also calls for items such as site/photometric information where applicable, lighting fixture schedules, lighting layout and switching/circuit identification, and receptacle/equipment layout with circuitry identification.

This does not mean every minor electrical alteration requires the same package. It means that when a tenant improvement reaches a plan-check scope, electrical capacity and equipment information need to be developed early enough to support the required documents.

Tenant Equipment Information That Changes the Electrical Scope

Ask for available electrical documentation

Panel schedules, one-line drawings, previous tenant-improvement drawings, service information, and landlord building standards can provide useful starting data. Field verification may still be required.

Collect the tenant equipment list

Do not postpone electrical requirements until after equipment is ordered. Cut sheets belong in the planning stage.

Clarify landlord vs. tenant responsibility

Determine who is responsible for service work, base-building distribution, tenant panels, permit documents, utility coordination, and restoration of finishes.

Identify permit jurisdiction

City of Sacramento, Sacramento County, or another local city can mean a different submittal path.

Build electrical review into the schedule

If service or utility work is required, it may not fit inside the same timeline as ordinary branch-circuit installation.

Preserve future capacity intentionally

When SMUD Coordination May Enter the Project

SMUD’s Meter and Service guidance describes a separate process for projects requiring meter and service work and recommends discussing the project with the appropriate local agency as part of preparation.
