Step 1: Utility status
Confirm whether SMUD has told you that a City safety inspection is required before electrical service can be reconnected.
If electrical service has been disconnected at a Sacramento property for an extended period, SMUD may require the inactive electrical system to pass a City safety inspection before service is restored. The official inspection and reconnection process is controlled by the City and utility—not by I Build Energy.
I Build Energy may help with electrical evaluation, repair, or preparation work when that work is actually needed and within the project scope, but it does not perform the official City safety inspection.
The official inspection is a City of Sacramento process. City guidance explains that SMUD and PG&E safety inspections allow utility technicians to reconnect and energize gas or electrical service after the required City inspection process.
For general electrical-condition questions outside the utility-reconnection process, see Electrical Safety Inspection in Sacramento.
The City states that when service has been disconnected for an extended period, SMUD or PG&E may require the existing, currently inactive electrical or gas system to be inspected for code compliance before restoration. The utility and City determine whether the safety-inspection process applies to a particular property.
Confirm whether SMUD has told you that a City safety inspection is required before electrical service can be reconnected.
The City requires a Safety Inspection Request record before scheduling this specific inspection. Follow the City’s current instructions rather than assuming a standard service call is enough.
The City performs the inspection. The utility handles the reconnection and energization process after the applicable requirements are satisfied.
This is one of the most important distinctions in the City guidance. The Safety Inspection Request is for the official safety-inspection process. If the property does not pass and electrical repairs are required, the City says a separate building permit is required before repair work begins, followed by the additional inspection process.
That means “schedule the safety inspection” and “obtain authorization for repair work” are not the same step. For permit basics, review I Build Energy’s Sacramento electrical permit homeowner guide. The City’s Required Building Permits page also states that repairs to electrical systems are among projects that can require permits.
A failed or questionable condition at the service equipment can be different from a device-level repair. The needed scope might involve a specific correction, a panel change, or a utility-coordinated service change depending on what is found.
Do not assume that every reconnection issue requires a panel upgrade. For the difference between equipment replacement and a broader utility-side change, see Panel Upgrade vs. Electrical Service Upgrade. If a panel project is actually needed, the Electrical Panel Upgrades page explains I Build Energy’s planning approach.
Service reconnection can also arise when a managed property has been vacant or out of service. The same City/utility distinction still applies: the official safety inspection belongs to the City process, while a contractor can address electrical repair scope when authorized and permitted.
For ongoing property needs, see Electrical Services for Property Managers. For repair and troubleshooting in commercial settings, see Commercial Electrical Repair in Sacramento.
Examples of completed I Build Energy electrical projects are available on Our Work.
If service has been disconnected and repairs may be needed before reconnection, send Ivan the property address, current utility status, any City or SMUD notice, and safe photos of the closed panel or visible electrical conditions. I Build Energy can discuss verified evaluation or repair work within its service scope while the City and utility remain responsible for the official inspection and reconnection process.
I Build Energy serves Carmichael and Greater Sacramento with direct, owner-led communication from Ivan. Share the property details, utility status, official notices, and safe visible-condition photos so any electrical repair scope can be discussed clearly.
